From Reconstruction to Transformation: The Future of Ukraine’s Power System
The World Bank presentation “Ukraine Energy of the Future” is, without exaggeration, one of the most comprehensive international strategic studies devoted to the post-war development of Ukraine’s energy sector. It offers a comprehensive vision of the sector’s recovery, analyzes possible scenarios for its development, identifies priority areas for investment and proposes the financial mechanisms to deliver them.
For Ukraine, the release of such a document carries special significance. Today, strategic studies of this kind increasingly guide government decisions, shape international financial priorities and inform private investment decisions. Their influence therefore extends far beyond expert discussion.
One of the presentation’s major strengths is its attempt to move from individual reconstruction projects to a systemic vision of the sector’s development. This is exactly the level of strategic conversation that Ukrainian energy has long needed.
At the same time, the release of such a document also provides an important opportunity — to assess how well the proposed strategy serves not only the tasks of post-war reconstruction, but also Ukraine’s long-term strategic goals.
That question, in our view, is the key one today.
The proposed model provides a convincing answer to the question of how to rebuild Ukraine’s power sector. Yet it gives almost no answer to another question of no lesser importance: What should the Integrated Power System of Ukraine become once this reconstruction is complete?
The answer to that question will determine not only the effectiveness of future investment, but the competitiveness of Ukrainian energy in the decades ahead — because today it is no longer enough simply to restore damaged power plants, substations and transmission lines. What must be built, already now, is a power system that will remain modern and competitive through the coming decades and match the technological transition already under way in the European and global power industry.
The world is already moving to a new energy model
The debate about the future architecture of the power system stopped being academic long ago. In most developed countries it has become a practical question of power sector development.
The number of active consumers, distributed generation units, energy storage systems, electric vehicles and other distributed energy resources (DER) is growing rapidly. Step by step, they are changing the traditional model of power system operation — a model built over decades around large power plants, predictable demand and centralized dispatch.
Today the consumer ever more often becomes producer, storage owner and potential provider of flexibility and system services all at once — independently or through an aggregator. Distributed generation keeps growing across the market while remaining, for now, largely unobservable or uncontrollable for system operators; the structure of demand is changing; new requirements are emerging for flexibility, controllability and the digital coordination of millions of distributed energy resources.
So the main challenge is no longer the construction of individual power plants or grid facilities. The main challenge is the power system’s ability to integrate all these resources effectively and operate them as a single controllable whole.
In effect, the world’s electricity industry has already entered a new stage of development — the formation of cyber-physical power systems, in which physical infrastructure, technology and market mechanisms function as one integrated system.
Ukraine is already part of this process. Distributed generation, home energy storage, electric vehicles, active consumers and digital technologies are rapidly changing the Ukrainian energy sector. This is confirmed not only by the statistics of recent years, but also by the assessments of the professional community, which is paying ever closer attention to the consequences of the rapid growth of distributed resources, the emergence of new consumption patterns and the need for fundamentally new approaches to managing the power system.
So the question is no longer whether this transformation will happen. The question lies elsewhere: whether it will be managed.
On that answer depends whether post-war recovery becomes the foundation of a twenty-first-century power system — or merely another round of modernizing the traditional model, which is already losing its effectiveness today.
The reconstruction strategy needs one more strategic dimension
This is where the main question for the World Bank presentation “Ukraine Energy of the Future” arises.
The document thoroughly analyzes scenarios for generation, grid infrastructure, energy storage, cross-border interconnectors, market mechanisms and the investment they require. In essence, it answers the question of what needs to be built and restored.
At the same time, the document says almost nothing about how the architecture of Ukraine’s Integrated Power System should change in the course of these investments.
That is a fundamental difference.
The construction of new energy facilities does not, by itself, produce a next-generation power system. In the same way, millions of smart meters, digital substations, ADMS and DERMS systems, modern telecommunications, data exchange platforms and cybersecurity tools are not self-sufficient digitalization projects.
All these components have value only when they become part of a single control architecture — one capable of integrating the operation of generation, grids, active consumers, energy storage, aggregators, virtual power plants and other distributed resources.
The transition to a cyber-physical power system should therefore not be treated as one more investment area alongside generation or grids. It is a different level of strategic planning. It defines the principle by which all other investment programs are delivered.
For Ukraine this question carries special weight. The state has already set its strategic course — smart grids, digitalization of the energy sector, integration into the European energy space, development of modern market mechanisms. The strategic goal, in other words, has already been formulated. The subject of professional discussion should be not whether the goal is right, but the mechanism for putting it into practice.
In our view, that mechanism should be managed transformation.
Not as a separate project, but as the principle governing the entire post-war reconstruction — one under which every investment decision works simultaneously for the restoration of damaged infrastructure and for the formation of Ukraine’s cyber-physical power system.
It is precisely this strategic dimension that, in our view, the model proposed by the World Bank lacks today.
The strategic benchmark must match the future
The World Bank presentation “Ukraine Energy of the Future” has the potential to become an important reference point for state policy, international financing and private investment. If it is to play that role, its strategic statement of the task must correspond not only to the needs of recovery, but to the target model of Ukrainian energy for decades ahead.
The strategy proposed by the World Bank creates a solid foundation for restoring generating capacity and grid infrastructure and for securing the country’s energy balance. At the same time, Ukraine has already set itself a far more ambitious state goal — integration into the European energy space and the construction of a modern cyber-physical power system capable of operating amid the mass growth of distributed generation, active consumers, energy storage, aggregators, digital platforms and new market mechanisms.
The financial model presented by the World Bank — Restore → De-risk → Scale → Sustain — makes such a transition possible without creating a parallel financing system. What needs revisiting is not the financial architecture, but the strategic statement of the task, the composition of the investment programs and the criteria for judging results: what should be financed is not only the restoration of individual facilities, but the formation of a new architecture of Ukraine’s Integrated Power System.
Strategic documents of this level take shape in the interaction of international financial institutions, the Government of Ukraine, the Verkhovna Rada, the regulator, the system operator, market participants and the expert community. Today there is still an opportunity to refine, together, the strategic reference points of this work in line with the development course Ukraine has already chosen.
If that opportunity is taken, post-war reconstruction will become not merely the restoration of destroyed infrastructure, but the beginning of one of the most modern and competitive power systems in Europe.
If it is not, there is a risk that within the next few years Ukraine will have to return to large-scale modernization of much of what is being built today — losing the time, the money and the competitive advantages offered by the unique window of post-war reconstruction.
Today Ukraine has a rare opportunity to combine post-war recovery with a technological leap that would, under normal conditions, take decades. That is why the decisions being made now will determine not only the pace of reconstruction, but the place of Ukrainian energy in the European power system of the mid-twenty-first century.
